Reservoir West Primary School Oout of School Hours Care

 

1. Why is Reservoir West Primary School seeking expressions of interest for an OSHC provider?

Reservoir West Primary School is seeking proposals from experienced OSHC providers to deliver a high-quality Outside School Hours Care service that meets the needs of the school community and aligns with the values of Reservoir West Primary School and School Council.

The School is seeking a provider who can deliver a safe, engaging and inclusive program that supports children’s wellbeing, development, independence and connection to the school community.

 

2. Who is eligible to submit an EOI?

The EOI is open to approved OSHC providers with demonstrated experience delivering OSHC services, particularly within school settings.

Providers must demonstrate their ability to meet all National Quality Framework (NQF), National Quality Standard (NQS), Child Safe Standards and regulatory requirements.

 

3. Is the current OSHC provider eligible to apply?

Yes. The current OSHC provider may submit an EOI. All submissions will be assessed against the same selection criteria and process.

 

4. What is the expected commencement date for the successful provider?

The proposed commencement date is Monday 5 October 2026 (Term 4, Day 1). This date is subject to completion of all transition requirements, approvals and agreements.

 

5. What is the length of the contract?

The proposed contract term is two years, with an option for a one-year extension, subject to satisfactory performance and agreement by both parties.

 

6. What services and hours are required?

The successful provider will be required to provide:

Service Hours
Before School Care 6:30am – 8:45am
After School Care 3:30pm – 6:30pm
Student Free Days 6:30am – 6:30pm
Vacation Care 6:30am – 6:30pm
Early finishes Terms 1–3 2:30pm – 6:30pm
Early finish Term 4 1:30pm – 6:30pm

Any proposed variation to these hours must be clearly identified within the EOI response.

 

7. How many children currently access the OSHC service?

As at 26 June 2026, there are 413 active accounts with the current provider.

Providers should undertake their own assessment of expected utilisation and demonstrate how they will manage current and future demand.

 

8. Can providers inspect the OSHC facilities before submitting an EOI?

Yes. Site visits are available on:

  • Thursday 2 July 2026
  • Monday 13 July 2026

Providers must contact the school to arrange a time. A maximum of two representatives per provider may attend.

 

9. What facilities will the successful provider have access to?

The successful provider will have access to:

  • Dedicated OSHC building (including two rooms and an office)
  • Gym and foyer
  • Canteen/kitchen facilities
  • Art room
  • Library
  • Toilets
  • Playgrounds
  • Basketball courts
  • Soccer pitch
  • Oval
  • Covered outdoor learning area

Use of facilities is subject to the OSHC Licence Agreement and agreed conditions.

 

10. Will the provider need to supply their own equipment and resources?

Yes. Providers should outline the resources, equipment and materials they will bring to support the delivery of a high-quality program, including estimated value.

 

11. Are providers required to provide food?

Yes. The successful provider will be required to provide food and drinks that meet regulatory requirements and support children’s health, development and cultural, religious and health needs.

Providers are required to submit an example weekly/termly menu as part of their EOI response.

 

12. What are the key priorities of School Council when selecting a provider?

School Council is seeking a provider who:

  • Creates a safe, welcoming and inclusive environment
  • Builds strong relationships with children and families
  • Supports children’s social, emotional and life skills development
  • Provides engaging indoor and outdoor experiences
  • Supports children with diverse needs
  • Demonstrates strong compliance and child safety practices
  • Works collaboratively with the school community

 

13. How will EOIs be assessed?

EOIs will be assessed against the published selection criteria, including:

  • Quality of service delivery
  • Value for money
  • Financial viability
  • Policies and processes
  • Information sharing
  • Experience delivering OSHC services in schools

 

14. Will shortlisted providers be required to present?

Yes. Shortlisted providers will be invited to present to the School Council OSHC Working Committee.

Presentations will include approximately:

  • 20 minutes presentation
  • Question and answer period

 

15. Can providers contact School Council members, staff or families about the EOI?

No. All enquiries must be directed to the nominated contact person:

Unauthorised communication may result in disqualification from the EOI process.

 

16. How should submissions be lodged?

EOIs must be submitted:

Closing date: Wednesday 15 July 2026 at 2:00pm

Providers must submit:

  • Sixhard copies in a sealed envelope marked:

  • One electronic copy emailed to:

17. Can providers ask questions after receiving the EOI?

Yes. All questions must be submitted in writing to Rachel Corben.

Questions must be received no later than three days prior to the closing date. Responses will be shared with all parties who have requested the EOI documentation.

 

18. Will the school provide information about the current OSHC service?

The EOI provides key operational information available to all prospective providers. Additional information may be requested through the formal enquiry process.

 

19. What happens after a provider is selected?

The successful provider will work with the school to complete transition planning, including:

  • Family communication
  • Data and enrolment transition
  • Staffing arrangements
  • Facility preparation
  • Regulatory requirements
